文章在阐述社区发展的内涵及历史、社区发展是社会发展现变革的必然趋势，以及社会发展现三阶段的基础上，指出以“人”为中心的发展即可持续性发展，与同样关心“人”的发展的社区发展是一致的，因而社区发展相对于可持续性发展来说不仅是手段而且是目标本身。
The article elaborates the connotation and history of community development. Community development is an inevitable trend of present social change, and on the basis of the three stages of social development, it points out that the development centered on “people” means sustainable development and is equally concerned with “ People ”is consistent with the community development, so community development is not only means but also the goal itself relative to sustainable development.
