结合国家、兵团对深化医改的要求,自2009年以来,农四师相继出台了一系列有关医改的配套政策和工作方案。经过两年的实践和探索,医改五项重点工作取得初步成效,一定程度上缓解了“看病难、看病贵”的问题,但在医改实践中也发现存在卫生管理能力薄弱、职能过于分散、难以统筹使用卫生资源,卫生投入稳定增长机制尚未形成,基层卫生人才流失现象十分突出,基本药物使用率不高等问题。本文对如何深化兵团基层医改进行了一些思考,提出了“注重创新驱动,进一步推进体制机制改革”、“落实政策补偿,建立政府投入长效机制”、“稳定人才队伍,充分发挥医务人员主力军作用”、“采取有力措施,严格执行基本药物制度”、“坚持统筹兼顾,逐步实现公共卫生服务均等化”、“加大宣传力度,提高认知水平”等工作思路。
