基于我国现阶段地方政府对土地财政的深度依赖、经济适用房具有实物期权的激励功能从而引发房地产政策在一定程度上背离住房政策社会目标的事实,在对我国住房政策目标演变作出概评的基础上,着重分析了我国住房政策目标发生偏离的现实,并对重构住房供应体系展开分析性设想,提出建构公共租赁房和商品房的二元供应体系的政策主张。建构这一体系需要关注与房地产市场相关的财政、金融、行政法规等制度安排,特别要关注公共租赁房土地出让制度的政策设计,政府要大规模建构性质相似于经济适用房但可更好市场化运作的具有完全产权的公共租赁房市场。
