从在校大学生中遴选培养适合经济欠发达地区服务基层乡镇的“党政战略后备人才”培养模式,符合中央提出实施“人才强国”战略的大方向。实施这一全新培养模式,颇具独创性。因为它不仅坚持公开、考试、择优遴选的原则,建立动态管理机制,保证培养对象的质量,其淘汰遴选具有规范性;而且它遵循领导干部必须具备“四化”素质和要求,采用“两个结合”,进行系统的理论培养和能力训练,其培训计划符合科学性。这一全新培养模式,既有别于传统遴选培养模式的思路,具有挑战性;又能有效地为地方经济社会发展培养素质高、留得住、用得上的人才,颇具针对性。
It is in the general direction of the Central Government to put forward the strategy of “strengthening the nation by talents” by selecting and training college students’ training model of “the backup strategy of the party and the government” that serves the grassroots towns and villages in the economically underdeveloped areas. Implementation of this new training model, quite original. Because it not only insisted on the principle of openness, examination and selection of the best, but also established a dynamic management mechanism to ensure the quality of the training object and its selection of normative products; and it followed that the leading cadres must possess the qualities and requirements of “four modernizations” and “two Combination ”to carry out systematic theoretical training and ability training, its training program in line with science. This new model of training, which is different from the ideas of the traditional model of selection and training, is challenging and can effectively target highly qualified, qualified and qualified personnel for the development of local economy and society.
