针对日本当今社会中渎职事件的不断发生 ,分析了在法律制度相对健全的日本社会中渎职现象产生的原因。指出在法律规范之外 ,尚不具有法的约束力的伦理的丧失也是发生渎职事件的主要因素 ,并且伦理正在走向危机。提出了现代日本的改革 ,应是以日本政治伦理和公务员伦理为中心 ,寻求伦理与法相结合的形式 ,并应重新构筑日本全社会的伦理观 In response to the continuous occurrence of dereliction of duty in Japan’s society today, this paper analyzes the causes of dereliction of duty in Japanese society with relatively sound legal system. It is pointed out that the loss of ethical legally binding legal ethics beyond the legal norms is also a major factor in the dereliction of duty and the ethics is approaching a crisis. Put forward the reform of modern Japan, should take Japan’s political ethics and civil servants ethics as the center, to seek the combination of ethics and law in the form, and should rebuild the Japanese society as a whole ethics
