秦人族出东夷，经夏末商初、商末和周公东征后三次西迁，终于由东方民族而定居于陇右天水一带。在商末至西周长达３００多年的时间里，秦人完成了由边陲小族到重新兴起、崛起建国的历史进程。秦人的起源与发展经历了中原－天水－关中的运动轨迹，其文化也有一个华夏化－戒化－回归华夏文化的发展历程。秦人的早期文化产生和形成于天水地区，天水地区是秦人、秦族、秦文化的发祥地。这一“源于东而兴于西”的秦人早期文化就是天水秦文化，它具有强烈的兼容性和博大的开放性，具有鲜明的功利色彩和进取精神，也有典型的尚武精神和质朴无华的风格；它以华戎交汇、农牧并举为特征。天水秦文化既是秦人东向、一统天下的秦文化的活水源头和文化优势所在，也是天水地域文化形成的标志。无论在当时还是后世，人们都对秦人在天水地区的早期发展及其文化持漠视态度，称秦人为“戎狄”，将其文化与野蛮落后等同，实在是一种历史的偏见。因此，有必要提出“天水秦文化”这一学术概念，以期推动对秦人早期历史及其真实文化面貌的探讨。
The Qin clan came out of Dongyi. After the beginning of the Xia Dynasty and early Shang Dynasty, the Shang Dynasty and the Eastern Zhou Dynasty were westwardly displaced three times and finally settled in the Longyou Tianshui area by oriental ethnic groups. During the period from the Shang Dynasty to the Western Zhou Dynasty for more than 300 years, the Qin people completed the historical process of the rise from the frontier tribes to the re-emergence and the founding of the nation. The origins and development of Qin people experienced the trajectory of the Central Plains - Tianshui - Guanzhong. The culture also has a history of Huaxia - renunciation - returning to the development of Huaxia culture. The early culture of Qin people originated and formed in Tianshui area. Tianshui area was the birthplace of Qin people, Qin people and Qin culture. This “from the East and the West in Xing” Qin early culture is the Tianshui Qin culture, it has a strong compatibility and broad openness, has a distinctive utilitarian color and entrepreneurial spirit, but also the typical martial spirit and prosaic Style; it is the intersection of Huarong, agriculture and animal husbandry as both characteristics. The Tianshui Qin culture is not only the source and cultural advantage of the Qin culture, but also the symbol of the formation of the Tianshui regional culture. Both at the time and in the later ages, people held a disregard for the early development and culture of the Qin people in the Tianshui area. It is indeed a historical prejudice that the Qin people are “Rong Di” and their culture is equal to the barbaric backwardness. Therefore, it is necessary to put forward the academic concept of “Tianshui Qin culture” with a view to promoting the exploration of the early history of Qin people and their true cultural features.
