从城市内涝的概念出发,分析了城市内涝的定义与控制指标;提出了城市内涝防治与城市陆域排水防涝体系构建的主要任务;分析了城市陆域排水防涝系统的构成,对城市陆域排水防涝系统的规划设计流程与各步骤的设计计算进行了论述与说明,进而对其中的关键技术环节——内涝灾害控制标准的确定、设计暴雨的推求、已建管网排水标准的提高、设计涝水量的计算、地表超标径流的蓄泄规划、与城市河道系统的衔接、与其他规划的协调进行了分析和探讨。
