当年,武钢为登上双700万吨新台阶,急需装备两套3万立方米大型制氧系统。国内仅有的三套同类设奋均从国外引进,我方承制的金额比重最高才7.8％。一方面国内冶金、化工等行业对大型空分设备的需求甚急,另一方面由于外商对我封锁核心技术,大型空分装置的国产化工作进展迟缓,在此情况下,国家有关部门决定,以中外合作制造方式为武钢提供两套装置为契机,采用国际通行的招标方式,以求通过市场竞争,打破外商的技术封锁,推进大空分国产化。
