清思反思再思——关于“素质教育是什么”的再认识在中国,“素质教育是什么”主要在两个层面上得到了回答。一个是政府决策层面,由政府决策系统承担,以文件、决定、计划、法律等方式做出回答。纵观20余年素质教育的相关文件,以提高民族素质为宗旨,是决策层对素质教育的一贯表达;而实施素质教育的范围、要求、重点随形势和认识的变化有不同表
Reflections on Rethinking and Rethinking - Re-understanding of “What is Quality Education” In China, “What is quality education” is answered on two levels. One is the level of government decision-making. It is undertaken by the government’s decision-making system and is answered by documents, decisions, plans, and laws. Looking at the related documents of quality education for more than 20 years to improve the national quality is the consistent expression of quality education in the decision-making level; while the scope, requirements, and focus of the implementation of quality education vary according to the situation and understanding.
