早在1994年,瑞典就推出了交通“零伤亡愿景”计划,力争在2020年以前实现道路交通事故零死亡率和零重伤率。1997年,议会将它写进了法律,承诺将消除道路死亡和伤害。20多年来,瑞典围绕“零伤亡愿景”计划制订了一系列政策,采取严格的管理措施,使得在汽车保有量不断上升的同时交通事故伤亡率持续下降。去年,瑞典通过“零伤亡愿景”计划使得全国道路交通事故死亡人数为264人,创历史新低,平均每10万辆机动车死亡人数仅为6人。
As early as 1994, Sweden launched the “Vision of Zero Injury” plan to achieve zero fatality and zero serious injuries by road traffic accidents by 2020. In 1997, Parliament put it into law promised to eliminate road deaths and injuries. Over the past 20 years, Sweden has set forth a series of policies around the Vision Zero Vision and adopted strict management measures to keep the car accident rate falling while the car ownership keeps rising. Last year, Sweden passed “Zero Vision” plan, bringing the total number of road traffic accidents to 264 to a record low in the country, with an average of only 6 deaths per 100,000 motor vehicles.
