In the two oil price hikes in the 1970s, the Arab oil-producing countries (mainly the Gulf countries) accumulated a huge amount of oil dollars. More money will find a way out. As the Arab population is relatively small and the consumer market is small, most of the unused funds are invested in international capital markets through various channels, with a significant proportion of them being put into Western countries as overseas assets. It is reported that the total amount of overseas investment (including bank deposits, bonds, stocks, loans and direct investments) currently owned by the Arab countries totals 350 billion U.S. dollars. With the exception of some international donations, there is still a huge 250 billion U.S. dollars in this fund. According to statistics, the Arab oil-producing countries
