我国大部分灌区建成比较早,随着经济和社会的不断发展,社会对水的需求日益增大,缺水矛盾日益突出,灌区的管理工作也越来越困难。其主要问题是投资主体单一,资金短缺,产权不明,机制弱化,管理不善,责任性不强,水价偏低等。通过深化改革,挖足潜力,发挥水利综合效益,使灌区走出困境,步入良性循环轨道大有“文章”可做。 Most of the irrigation districts in our country are built earlier, and with the constant development of economy and society, the demand for water in society is increasing day by day. The contradiction between water shortage and water is becoming increasingly prominent. The management of irrigation districts is also becoming more and more difficult. The main problems are single investors, shortage of funds, unclear property rights, weakened mechanisms, poor management, low responsibility and low water prices. By deepening the reform, digging into the potential and giving full play to the comprehensive benefits of water conservancy, the irrigated area will get out of the woods and embark on a virtuous circle.
