究竟该不该为公路养护立法?谁有权立法?应该怎样立法?这是许多人的疑问。据悉,国内地方性法规的产生地可以是:31个省(区、市)的31个省会城市(自治区首府)(不含港澳台),以及1980年以后国务院批准的深圳、珠海、厦门、汕头和海南经济特区所在地的市,国务院批准的19个“较大的市”:唐山、大同、包头、大连、鞍山、抚顺、吉林、齐齐哈尔、青岛、无锡、淮南、洛阳、重庆、宁波、潘博、邯郸、本溪、苏州、徐州市。而目前启动公路养护立法的只有宁波,所以《宁波市公路养护管理条例》是国内第一部公路养护方面的专业性法规,它引起了我们的关注。

At present, only Ningbo is the starting road maintenance legislation. Therefore, “Ningbo Highway Maintenance Regulations” is the first professional regulation on road maintenance in our country. It has drawn our attention.
