适应新常态,以整合创新推动烟草物流新发展,是市场化取向改革的题中之义。在中国经济迎来转型升级的大背景下,烟草行业正步入一个新的历史阶段,“市场化取向改革”将成为新的历史阶段的关键词。市场化取向改革下的烟草发展十多年来,中国烟草改革是一条以“增量改革”带动“存量改革”的道路,总体思路是“增量改革”先行。具体而言,就是在较小改变固有格局的前提下,鼓励以竞争的方式获得“增量”资源,推进市场化取向的改革。 To adapt to the new normal and to integrate and innovate to promote the new development of tobacco logistics are the meanings of the market-oriented reform. Under the background of China’s economy ushering in the transformation and upgrading, the tobacco industry is entering a new historical stage. The “market-oriented reform” will become the key word in the new historical stage. Tobacco Development under Market-Oriented Reform In the past decade or so, China’s tobacco reform has been a path driven by “incremental reform” and “stock reform”. The general idea is that “incremental reform” is the first priority. Specifically, it is to encourage the “incremental” resources to be competitively marketed under the premise of a minor change in the inherent pattern and promote the reform of marketization orientation.
