2003年有关创业的“利好消息”不断：十六届三中全会发布的《决定》，为非公有制经济的发展消除体制性障碍；我国将在10个城市试点中小企业融资发展计划；我国将加快建设留学人员创业园，并在孵化场地、创立风险基金等方面提供便利；我国鼓励高校毕业生自主创业，并颁布了一系列优惠政策……因此，2004年，创业者将面临更好的外部环境和更多的发展机会，同时，创业也将成为极具“眼球效应”的“热词”，创业的发展空间和市场前景广阔越来越被看好，“创一份属于自己的事业”也成为越来越多人蠢蠢萌动的“不安之欲”。
