为了在突发事件发生后交通部门能迅速响应并及时有效地实施交通应急预案,对交通应急等级判定进行了研究。提出了以事故救援的紧急程度及交通救援的难易程度为主的交通应急等级评价指标体系,运用层次分析法计算了各指标权重,采用多级模糊综合评判法构建了交通应急等级判定模型,并利用火灾事故进行了实例分析。结果表明,将层次分析法和模糊综合评判法应用到交通应急等级计算中是可行的。该模型对于突发事件的处置有着一定的理论意义和现实价值。
In order to promptly and promptly and effectively implement the traffic emergency plan after the accident, the traffic emergency grade decision was studied. This paper puts forward the evaluation index system of traffic emergency based on the urgency of accident rescue and the ease of traffic rescue. The analytic hierarchy process (AHP) is used to calculate the weight of each index. The multi-level fuzzy comprehensive evaluation method is used to construct the traffic emergency grade judgment model. A case analysis of fire accidents was also made. The results show that it is feasible to apply AHP and fuzzy comprehensive evaluation to the calculation of traffic emergency level. The model has certain theoretical significance and practical value for the handling of emergencies.
