要实现我国农村“2000年人人享有卫生保健”的战略目标,乡村保健医生(员)肩负着重大的历史使命。他们既是农村初级卫生保健不可缺少、又是不可替代的中坚力量。若离开乡村保健医生(员)这支队伍,农村卫生工作就难以开展,初级卫生保健任务就无法落实。为了稳定这支队伍,切实解决好他们的报酬问题,该镇从1991年1月1日起对全镇108名乡村保健医生(员)试行工资加奖金制改革的尝试。通过一年的实践,取得了较好的效果。现将做法和体会报告如下:
To achieve the strategic goal of “Health for All in 2000” in rural areas in China, the rural health doctors (members) have a major historical mission. They are both indispensable and irreplaceable backbones of primary health care in rural areas. If you leave the team of rural health doctors, the rural health work will be difficult to carry out and primary health care tasks will not be implemented. In order to stabilize the team and effectively solve their problems of remuneration, the town began trials of 108 village health doctors (individuals) in the town on January 1st, 1991. Through one year of practice, good results have been achieved. The practice and experience are reported as follows:
