2013年1月1日(于2012年11月21日经上海市第十三届人民代表大会常务委员会第三十七次会议表决通过)第一章总则第一条为了贯彻实施建设上海国际贸易中心的国家战略,提高市场开放程度和贸易便利化水平,加快建设现代市场体系,营造良好的贸易发展环境,根据有关法律、行政法规的规定,结合本市实际情况,制定本条例。第二条本市推进上海国际贸易中心建设工作,适用本条例。第三条本市按照国家部署,尊重国际贸易规则和惯例,推进上海国际贸易中心建设,将上海建设成为具有国际国内两个市场资源配置功能,市场体系完备、贸易主体集聚、区域布局合理、基础设施完善、市场环境公平有序,与我国经济贸易地位相匹配的国际贸易中心。
January 1, 2013 (Passed the vote on the 37th meeting of the Standing Committee of the 13th Shanghai Municipal People’s Congress on November 21, 2012) Chapter I General Provisions Article 1 In order to implement the construction of Shanghai International Trade Center National strategy to improve market openness and trade facilitation, speed up the construction of a modern market system and create a favorable environment for trade development. These Regulations are formulated in accordance with the relevant laws and administrative regulations as well as the actual conditions of the Municipality. Article 2 The Municipality shall promote the construction of Shanghai International Trade Center and apply this Regulation. Article 3 The municipality shall promote the construction of Shanghai International Trade Center in accordance with the national deployment and respecting the rules and practices of international trade, and will establish Shanghai as a resource allocation function with both international and domestic markets. The market system is complete, the main body of trade is gathering, the regional distribution is reasonable and the foundation is laid Facilities, market environment fair and orderly, and China’s economic and trade status to match the International Trade Center.
