2006年1月23日,民政部会同国家档案局联合发布了民政部令第32号《婚姻登记档案管理办法》(以下简称《办法》),使我国婚姻登记和档案管理法律体系和管理制度进一步健全完善。基于此,论述婚姻登记机关、婚姻当事人以及第三人如何合理利用婚姻登记档案,以期促进和谐社会的建设与发展。
