第一章总则第一条为保护运动员的身心健康,维护公平竞赛的体育道德,保证我国体育运动的健康发展,特制定本规定。第二条严令禁止、严格检查、严肃处理在体育运动中使用兴奋剂的行为。本规定所称兴奋剂,是指国际奥委会和其他国际体育组织确定的禁用药物和方法。国际奥委会规定的禁用药物和方法名单见附则一。本规定所称使用兴奋剂,是指运动员应用任何形式的药物、或者以非正常量、或者通过不正常途径摄入生理物质,企图以人为的和不正当的方式提高他们的竞赛能力。第三条国家体育总局对全国的反兴奋剂工作实行统一领导,由中国奥委会反兴奋剂委员会(以下简称反兴奋剂委员会)组织实施。其职责是: (一)研究制定全国反兴奋剂工作的方针、政策和措施;
Chapter I General Provisions Article 1 These Provisions are formulated in order to protect the physical and mental health of athletes, safeguard the sports ethics of fair play, and ensure the healthy development of sports in China. Article 2 Strictly prohibit and strictly examine and seriously handle the use of doping in sports. The term “stimulants” as mentioned in these Provisions refers to the prohibited drugs and methods established by the International Olympic Committee and other international sports organizations. The list of prohibited drugs and methods prescribed by the International Olympic Committee is shown in Annex I. The term “stimulants” as used in these Provisions refers to the athletes’ use of any form of medicine, either in abnormal quantities or through improper intake of biological substances in an attempt to increase their competitive ability in an artificial and improper manner. Article 3 The State Sports General Administration shall exercise unified leadership over anti-doping work throughout the country and shall be organized and implemented by the Chinese Olympic Committee Anti-Doping Committee (hereinafter referred to as the Anti-Doping Committee).
