法实施是实现法的作用和目的的条件。法实施是实现立法者的立法目的、实现法的作用的前提,是实现法的价值的必由之路。法实施是建立法治国家的必要条件。影响法实施有效性的因素主要表现为法律条件和社会条件。法律条件包括法律制定方面、法律意识方面、法律制度方面、法律实施效果方面和法律执行机制方面。社会条件包括一定的物质条件和与其他社会规范的共同作用。
Law enforcement is a condition of the role and purpose of the law. The implementation of law is the legislative purpose of the legislator, the premise of the role of law, is the only way to realize the value of law.
