“这是一场艰巨的持久战!”回想起国企改革发展之路,福建省国资委党委书记刘捷明说。2000年,福建省委省政府将省电子工业厅所属国有企业通过成建制划拨,组建福建省电子信息集团。当时,150多家成员企业几乎都处在亏损状态。16年来,集团善做“加减乘除”法:集中资源布局战略性新兴产业,大刀阔斧清退非主业领域投资,充分利用资本市场倍增效应,消除积弊实施市场化改革,走出了一条涅槃重生之路。
“This is a formidable protracted war!” Recalls Liu Jieming, party secretary of the State-owned Assets Supervision and Administration Commission of Fujian Province, recalling the road of state-owned enterprise reform and development. In 2000, the Fujian Provincial Party Committee and Provincial Government allocated the state-owned enterprises under the Provincial Electronic Industry Bureau through the establishment of a system to form the Fujian Electronic Information Group. At that time, more than 150 member companies were almost at a loss. In the past 16 years, the Group has done a good job of “Addition, Subtraction, Multiplication and Multiplication”: concentrating resources on strategic emerging industries, drastically reinvesting investments in non-main business sectors, making full use of the doubling effect of capital markets, eliminating longcomings and implementing market-oriented reforms and stepping out of a nirvana Rebirth of the road.
