Many current international events, including the rise of the Islamic State, require us to consider the status quo of going to the West after the Cold War and the state after decolonization. The Bandung Conference of 1955 is appropriate if reference points are required. Zhou Enlai, the first Premier of the People’s Republic of China, was among the invited list of 29 emerging Asian and African countries attending the meeting, but the Soviet Union was not invited.
