针对新疆全区水资源地域时空分布不均，水土资源不平衡问题，提出了大力发展节水灌溉，以保证新疆经济的健康稳定发展
Aiming at the uneven distribution of water resources in time and space in Xinjiang and the unbalanced water and soil resources, the paper puts forward to vigorously develop water-saving irrigation in order to ensure the healthy and stable economic development in Xinjiang.
