为了应对人口老龄化,缓解养老金的巨大压力,同时增加就业人口,世界上部分国家实施了延迟退休政策。延迟退休对缓解养老金压力的作用已经毋庸置疑,但是对于就业的影响还存在诸多争议。一部分学者认为延迟退休会对青年就业人群产生挤出效应;另一部分学者则认为延迟退休对整个就业环境不会产生大的影响,甚至有可能会促进青年人群就业。由于对延迟退休政策效果看法的不一致,所以至今此项政策也没有正式出台。本文就从各学者对此项政策的争议出发,浅析延迟退休政策对就业产生的影响,并提出政策出台的建议。
In order to cope with the aging population, ease the huge pressure on pensions and at the same time increase the employed population, some countries in the world have implemented the policy of delaying retirement. The role of delaying retirement in alleviating the pressure on pension funds is beyond doubt, but there are still many controversies over the impact of employment. Some scholars think that postponement of retirement will have a crowding-out effect on the youth employment population; while others think that postponement of retirement will not have a great impact on the entire employment environment and may even promote the employment of young people. Due to the inconsistent view on the effect of delaying the retirement policy, so far this policy has not been formally promulgated. Starting from the controversy over this policy by scholars, this article analyzes the impact of delaying the retirement policy on employment and puts forward some suggestions on the introduction of policies.
