自去年12月全国部署开展城乡规划效能监察工作以来,鄂州市规划局在市委市政府的重视和湖北省建设厅的指导下,在市建委、市监察局的支持下,把城乡规划效能监察工作作为一项重要工作来抓,按照两部《关于开展城乡规划效能监察的通知》要求,结合鄂州市规划管理工作实际,认真部署开展城乡规划效能监察活动。他们一手用科学的方法改善管理机制和法规建设,一手狠抓廉政风纪,坚持“两手”抓；另一方面,他们公开公示规划政务工作,推进了公众参与机制,初步实现了“阳光规划”。通过这半年的努力,取得了明显的成效,也积累了宝贵的经验。他们的具体做法是：
