中华人民共和国国旗是五星红旗,这是众所周知的事。笔者何以还要写文章进行讨论呢?因为近年来出版的许多教材、工具书的记述有误。1949年9月27日,中国人民政治协商会议第一届全体会议通过决议,“中华人民共和国的国旗为五星红旗,象征中国革命人民大团结。”1954年后历次宪法和1990年《中华人民共和国国旗法》都明确规定：“中华人民共和国国旗是五星红旗。”但是近年出版的许多书籍中,均称一届全国政协通过“中华人民共和国的国旗为红地五星旗”。这种记述是不对的。1949年9月27日,新华社电讯报道了当天政协全体会议通过的6项决议,其中第六项便是：“通过中华人民共和国的国旗为五星红旗,象征中国革命人民大团结。”28日,《人民日报》第1版刊载了这份电讯。
