煤炭是我国重要的矿产资源,也是我国主要的能源,在我国能源消费构成中,煤炭占70%左右。山西省作为全国重要的能源基地,煤炭资源非常丰富,原煤产量位居全国第一,煤炭开采及加工业已成为全省国民经济发展的重要支柱产业;矿难的频发、资金的短缺等促使山西省煤矿产权进行改革。但是在这一改革的过程中引发不少纠纷,特别是兼并中小煤矿对地方政府的治理影响尤为突出。在此背景下,本文从村两委关系的角度出来,以X村为例,来具体分析煤矿产权变更对地方政府治理的影响。
Coal is an important mineral resource in our country and also a major energy source in China. Coal accounts for about 70% of China’s energy consumption. Shanxi Province, as an important energy base in the country, has rich coal resources and ranks first in the country in terms of raw coal output. Coal mining and processing industry has become an important pillar industry of the national economy in Shanxi Province. Frequent mining accidents and shortage of funds have prompted Shanxi Province Coal mining rights reform. However, many disputes have been triggered during the reform. In particular, the merger of small and medium-sized coal mines has exerted a particularly prominent influence on the governance of local governments. In this context, this paper from the point of view of the relationship between the village and the two committees, taking X village as an example to analyze the impact of coal property ownership changes on the governance of local governments.
