在大跃进的一九五八年和去冬今春,西北山区群众为了战胜干旱,争取农业丰收,连续开展了规模空前的“引水上山,大兴水利”运动,出现了成千上万条引水上山渠道。这些渠道的建设,对山区实现水利化、发展山区农业生产和改变山区的经济面貌都有着十分重要的意义。
