凯里供电局党建工作具有基层党组织多、党员多、党员分布广的特点。在现有人力资源情况下,党建工作存在党内组织生活集中难,三带三争当等党内活动管理粗放,党员作用发挥情况不清晰不明显等问题,党建工作难以做细,达不到“严”的标准。2014年,凯里供电局党委以雷山供电局、施秉供电局为试点开展“两型两控”模式探索,经过一年的运转,实践证明,“两型两控”模式符合基层党组织党建管理的实际,能有效层层落实责任,确保党内工作更加高效、规范开展,特别是更加有利于党员发挥先锋模范作用。
