Using the methods of field investigation, such as participation and intervention observation, interview and so on, this paper conducted an in-depth research on the operation of the “Virtual Navigator” project sponsored by the Chicago Public Library Foundation in Chinatown community public library. This case study shows that social capital plays a dominant role in getting free training information for computers by library readers, especially special groups. Bridging social capital provides preconditions for the digital poor in the community to achieve digital out-of-poverty. Community-based public libraries In the digital life of community members can become an important “social network node ”. Nonprofit organizations represented by the Chicago Public Library Foundation can increase the solidarity (internal type) social capital reserves of public information agencies such as libraries.
