美国现行的排污权交易体系主要指的是1970年通过的《清洁空气法》以及1990年对该法所作的修改中所构建的以二氧化硫为主的排污权交易体系。美国《清洁能源与安全法案》的出台,在内容上,对现行排污权交易制度作出了一系列的修改和完善。构建了一个全新的排污权交易体系,将温室气体纳入政府的总量控制和交易体中,体现了美国对国内的公共政策和美国在全球气候变化问题上的外交政策的方向性转变。这种转变有利于推动应对全球气候变暖的国际势力,也给中国带来很大的国际压力。
The current system of emissions trading in the United States mainly refers to the Clean Air Act adopted in 1970 and the sulfur dioxide-based emissions trading system built in the 1990 amendments to the law. The United States “Clean Energy and Security Act,” the introduction of the content, the current emissions trading system has made a series of changes and improvements. A new trading system for emissions trading was put in place to bring greenhouse gas into the government’s total volume control and trading system and reflected the directional shift of the United States toward domestic public policies and the U.S. foreign policy on global climate change. This shift is conducive to promoting the international forces that deal with global warming and exerting a great deal of international pressure on China.
