黑龙江省与苏联有3000多公里的边界线,铁路相通,水路相连,与苏联东欧国家开展经济贸易有优越的地理条件和悠久的历史。1988年省委、省政府确定了“南联北开,全方位开放”的战略方针后;对苏经济贸易和技术合作有了突破性的进展。1989年全省对苏边境贸易过货额达5.69亿瑞士法郎,占全国过货总额近60%;签订经济技术合同141项,占全国的80%;赴苏劳务人员1.1万余人,占全国的85%,比1988年贸易过货额增长2倍;经济技术合作项目增长7倍,劳务输出增长8倍;贸易伙伴由1988年的160多家发展到目前的632家。1990年春季又呈现出稳定发展的好势头。其特点:一是双方提供可选商品范围扩大;二是经济技术合作有了进一步发展,双方过货额均有增长,向实现双方贸易平衡迈进一步。使“北开”进入了一个多层次、多渠道、多形式的经贸、工贸、技贸合作的新阶段。

The spring of 1990 showed a good momentum of steady development. Its characteristics are as follows: First, the scope of the two sides to provide optional goods to expand; Second, economic and technical cooperation has further development, the two sides have increased the amount of goods sold, to achieve further trade balance between the two sides. The “North Kaikai” has entered a new stage of multi-level, multi-channel, multi-form cooperation in economy, trade, industry and trade, and technology and trade.
