以赣江上游城市为例,通过构建经济规模、效率与结构和水环境压力、状态和响应等6个方面的指标体系,运用TOPSIS法对赣州市区2001—2011年的城市发展与水资源环境的协调程度进行定量评价。结果表明,城市发展与水资源环境的协调系数逐年增加,并呈现出3个阶段的“阶梯式”发展特征;协调水平不断优化,从“较不协调”逐渐向“较协调”转化;城市发展与水资源协调状态正向与逆向并存,局部变化起伏明显,且存在“疲软恶化”风险。为了保障城市发展与水资源环境保护同步优化,还应加强水资源生态系统规律研究,引导资源产业优化升级,提高污水处理能力,推动地区间横向生态补偿机制,破解水资源保护资金短缺困境,进而为实现水源保护区社会经济有序发展提供参考。
