(新华网消息路透社)7月25日报道,中国7月24日晚些时候公布了对公民上访事件进行处理的新规定。新规定说,严重损害群众利益、引发信访突出问题或群体性事件的官员将被记大过、降职或撤职。国家媒体和中央政府网站均公布了上述新规定。新规定还表示,违反规定使用警力处理群体性事件,或者滥用警械、强制措施,或者违反规定携带、使用武器的官员也将受到惩罚。最新公布的规定向官员发出警告,不得拖延处理上访事件,不得加剧冲突,不得造成严重负面影响。新规定还警告说,不得对上访事件瞒报或误报。北京一名研究上访制度的法学教授说:“这些规定的特点是,着重强调政府
