青海省供销社,税务局、农业银行共同制定了《关于认真清查处理供销社系统有问题商品、有问题资金的联合通知》(简称两清)。至1985年底,通过清查处理,库存有问题商品比1984年下降28.63%,成绩显著。现将各地区分阶段的基本作法归纳如下。第一阶段,由供销社、税务局、银行抽调专人,组成“两清”领导小组,设立临时办公窒,处理日常工作。重点抓学习文件,动员群众,召开基层负责人会议和业务员、营业员、会计员、保管员五员会议,认识这是给企业卸包袱,不是追查谁的责任。第二阶段,由企业自查,分类排队,各实物负责人和有关人员全面检查分析各自管理的商品,提出有问题商品名单,经基层领导小组提出处理意见
Qinghai Supply and Marketing Cooperatives, the Inland Revenue Department and Agricultural Bank of China jointly formulated the Joint Notice on Careful Inventory Management of Problematic Products and Problems with Supply and Marketing Cooperatives. By the end of 1985, through the inventory process, the inventory of defective products dropped 28.63% over 1984, showing remarkable results. The basic practices of different regions and stages are summarized as follows. In the first stage, the supply and marketing cooperatives, tax bureaus and banks draw personnel to form a leading group called “Two Chings” and set up temporary offices to handle daily work. Focus on learning documents, mobilize the people, held grassroots leaders meeting and salesman, salesperson, accountant, custodian five meeting, recognize that this is to unload the burden on enterprises, not to track who’s responsibility. The second stage, self-examination by the enterprise, the classification line up, in-kind person in charge and the relevant personnel to conduct a comprehensive inspection and analysis of their management of goods, put forward a list of problematic products, the grass-roots leading group put forward suggestions
