近几年来,国内外接连发生一些重大恶性火灾事故.这些事故不仅造成了极大的物质损失和人员伤亡,而且给火灾扑救人员和周围地区居民的安全也带来严重威胁.1984年1月19日凌晨,墨西哥城郊外的圣胡安德伊斯华德佩克工业区发生石油气大爆炸,熊熊的大火高达数百米,大火烧了十几小时.大火中约有五、六百人被烧死,300O人受伤.120万人被迫撤离了危险区.1986年4月26日,苏联切尔贝利核电站第四号核反应堆发生猛烈爆炸,有31人死亡.此次事故引起北欧诸国的惊慌,造成了巨大的经济损失.
