林业是生态建设的主体。加快林业发展，对于改善生态环境，促进国民经济和社会的可持续发展具有十分重要的现实意义。作为我国南方集体林区重点林业县之一的贵州省锦屏县，自1990年以来，通过对集体林区进行林业股份合作制改革试点，取得了明显的成效，探索出了一条集体林区实现林业可持续发展的路子。他们的实践经验和做法，对于各地在实施西部大开发战略中，加快林业发展具有借鉴作用。
