近期,中国内地第一高价股——中国船舶(600150)在不到一个月内,股价就从300元暴跌至200元。可是,股市的挫折并未阻挡得了中船集团的“雄伟”脚步,该集团于2007年10月底召开的一个内部战略工作会议上,豪情万丈地提出要在2010年完成造船产量1800万载重吨的发展目标,到2015年要成为世界第一造船集团。而在2006年年初,该集团的“十一五”规划中该指标还只是900万吨。不到一年,这一目标惊人地翻了一番。中国船舶的“大跃进”并非个案,许多行业都在高歌猛进,“大干快上”如火如荼,致使产能严重过剩,影响经济健康有序、又好又快地发展。而其背后则隐藏着企业和政府浮躁的心态。
