1.绪言在日本,填筑坝设计技术经过战后大规模的建坝取得了飞跃进步。另外,用现代化施工方法建造的填筑坝,因地震而毁坏的例子至今还没有见到。这些成绩表明日本在研究填筑坝的抗震性方面是很可以放心的,但另一方面,近年来筑坝地点的条件越来越差,连以前在地形、地质方面认为是不可能建坝的地方也建造了大坝。1978年日本大坝会议第二次修订的坝工设计规范中加进了最近的许多研究成果,有关坝抗震设计部分的内容也丰富了,但从克服建坝地点条件的恶化,安全、经济地建坝的观点来看的话,即使限于坝的抗震性所急需解决的重要问题,也不能不说仍然堆积如山。
