吕老炳奎是中央卫生部中医司的老司长，先前为江苏省卫生厅厅长，早年以中医参加革命，其后为中医事业的继承发扬工作大声疾呼，倡导不遗余力。离休后仍为中医事业操劳。1993年为吕老从医六十年，裘沛然教授因有“奉赠吕炳奎老”之作。小序说：吕老长措负大中医工作，力生继承
