列宁作为世界上第一个社会主义国家的领导人 ,在领导国内革命和建设中 ,始终强调要密切与群众的联系 ,认真对待群众的来信、来访和申诉。他认为 ,做好这些工作不仅是保障公民的合法权益 ,坚持和发扬社会主义民主所不可缺少的 ,同时也是使苏维埃组织免受官僚主义毒害和纠正违法犯罪行为的可靠保证。因此 ,列宁把群众的来信来访和申诉称之为“每个劳动者 ,除八小时‘份内的’生产工作外……无报酬地履行对国家的义务”1 。基于这种深刻的、高度的认识 ,列宁在领导苏维埃国家的工作中始终认真做好接待劳动人民的来信、来访和申诉工作。
As the leader of the first socialist country in the world, Lenin has always emphasized the need to work closely with the masses and take the people’s letters, visits and appeals seriously in leading the internal revolution and construction. He believes that doing a good job not only guarantees the legitimate rights and interests of citizens, insists on and carries forward socialist democracy, but also guarantees the organization of the Soviet Union from being poisoned by bureaucracy and redressing criminal activities. Therefore, Lenin called the masses’ letters and complaints and appeals “every laborer except for the production work within eight hours... To discharge the obligation to the state without remuneration.” Based on this profound and high-level understanding, Lenin always conscientiously handled the letters, visits and appeals of the working people in its work of leading the Soviet countries.
