社区是社会管理最基本的单元,在改善民生,提高人民群众生活质量和幸福指数、促进社会和谐方面有着极其重要的作用。大力加强城乡社区建设,积极创新社区管理体制和运行机制,不断提高社区管理和服务水平,是建设和谐社会的一项重大任务。目前内蒙古自治区城乡社区管理体制和运行机制方面还存在着一些突出问题,影响着社区管理服务功能的提升。针对问题及其产生的主要原因,本文对推进内蒙古自治区城乡社区管理创新,提出了创新的目标、任务、基本原则和着重点与六条相关政策建议。 Community is the most basic unit of social management. It plays an extremely important role in improving people’s livelihood, improving people’s quality of life and happiness index, and promoting social harmony. Vigorously strengthening the construction of urban and rural communities, actively innovating the community management system and operation mechanism and constantly improving community management and service levels are a major task in building a harmonious society. At present, there are still some prominent problems in the management system and operation mechanism of urban and rural communities in Inner Mongolia Autonomous Region, which have an impact on the promotion of community management and service functions. In response to the problems and the main causes, this paper puts forward the innovation goals, tasks, basic principles and key points and six related policy recommendations to promote the innovation of urban and rural community management in Inner Mongolia Autonomous Region.
