文章认为，随着经济体制的转轨和市场竞争的加剧，我国的乡镇企业在发展中正面临着粗放经营与资源配置、机制弱化与竞争强化、技术落后与产品开发、管理落后与集约经营等多方面的突出矛盾，因而迫切需要进行以粗放经营向集约经营转变为主要内容的第二次创业。文章就完成第二次创业提出的主要措施是：（１）抓住关键，重点突破；（２）多路并举，加快发展；（３）加强领导，多方帮扶
The article believes that with the transition of the economic system and the intensification of market competition, the township and township enterprises in China are facing extensive management and resource allocation, weakened mechanisms and competition, technological backwardness and product development, backward management, and intensive management. Because of the outstanding contradictions, there is an urgent need for a second venture that is transformed from extensive management to intensive management. The main measures proposed by the article on the completion of the second venture are: (1) Seizing the key and focusing on breakthroughs; (2) Multiplexing and accelerating development; (3) Strengthening leadership and helping each other
