我们认为搞好综合性目标管理的关键,应着重抓好三个基本环节。1 科学制定目标,奠定目标基础 实行目标管理全方位,一是内容全方位,包括各科各室、各部门的工作;二是管理对象全方位,包括院科、班组各级干部,不论管人、管事,都以一定时期内组织系统的总体目标为依据,围绕目标行事。如果目标错了,管理再严格也无成效。为此,我们坚持了“制定目标五步曲”。
