《四川省农民负担管理条例》(以下简称《条例》)颁布实施以来,取得了一定的成效,农民负担增长过猛的势头开始得到控制,部分地方农民负担有所下降。但是,从总体看,我省农民负担过重的问题还没有根本解决,特别是在少数地方《条例》未得到认真贯彻执行,农民负担继续增加。为此,省人大常委会、省人民政府决定在今年下半年,对全省贯彻实施《条例》的情况进行一次全面的执法检查。现将有关事宜通知如下: Since the promulgation and implementation of the Sichuan Provincial Regulations on Peasants’ Burden (hereinafter referred to as “the Regulations”), some achievements have been made. The trend of excessive peasant burden growth began to be controlled, and the burden on peasants in some places declined. However, on the whole, the overburdened peasants in our province have not yet been fundamentally solved. Especially in a few places, the “Regulations” have not been implemented conscientiously and the peasants’ burden has continued to increase. To this end, the NPC Standing Committee and the Provincial People’s Government have decided to conduct a comprehensive law enforcement inspection on the implementation of the “Regulations” in the entire province in the second half of this year.
