1 The Necessity of Research The Luanhe River Project is a large-scale water conservancy project that develops Luanhe water resources and supplies water to Tianjin and Tangshan. Its water supply system consists of five large reservoirs and six water supply areas that draw water from the Luan River to Tianjin and divert water from the Luan River into the water. It also leads to the connection of three large-scale water distribution channels. Using system engineering theory and computer technology, this paper studies real-time dispatching decision support system of water diversion from Luanhe River which is directly used by dispatch department
