1998年隆冬腊月,地冻天寒。带着党的十五届三中全会精神,带着省委六届九次全会及会议期间作出的《关于进一步加快山区发展的决定》的精神,省委书记陈明义率领省直有关部门领导,驱车来到挂钩点——建宁县,给这个老区县送来省委、省政府的关怀。莲乡人民高兴地说:“老朋友又来看望咱们啦！”一句“老朋友”道出了莲乡人民对省委书记的深情。 这已是陈明义书记第12次来到建宁。自1986年省开展扶贫工作以来,陈明义就与建宁结下了不解之缘,一挂就是13年。13年间,无论他工作有多忙,总不忘给老区人民捎去问候,每年都要来建宁进行工作调研,走田头、上果山、下农户、进企业,与建宁人民共商脱贫致富大计,帮助建宁干部释疑解难。
