第三部门视为重要的治理伙伴,尤其是工会团体因具有共同的利益,具有团结凝聚力的组织,在许多政策面上,如弱势者保护、性别平等、环境保护、税制改革等,均能提出具有见地的政策建议,而成为治理过程中重要的参与伙伴。然而我国工会在政策参与方面却不够重视,而这也将成为工会职能革新的重要方面。在这种背景下,本文探讨了治理过程中工会的角色、决策参与中工会可参与的程度、工会与企业团体及行政机关的互动模式等内容。
The third sector is regarded as an important governance partner. In particular, the union organizations with solidarity and cohesion, which have common interests, can be proposed on many policies, such as the protection of the underprivileged, gender equality, environmental protection and tax reform With insightful policy advice, and become an important partner in the governance process. However, the trade unions in our country do not pay enough attention to the policy participation, and this will also become an important aspect of the reform of the trade union’s functions. Against this background, this article explores the role of trade unions in governance, the extent to which trade unions can participate in decision-making participation, and the model of interaction between trade unions and business groups and administrative agencies.
