A·A·乌沙科夫(彼尔姆大学):苏联法的体系,在其发展的六十多年期间,不断地完善起来。苏联新法律,特别是新法律的编纂,使法的体系结构有很大变化。这一情况有时使得整个法的体系重新改组,虽然如此,但它并不象在苏维埃政权最初年代那样要从新建立,这是因为苏联法的体系的本质没有改变。苏联法律科学正确地根据下述一点,即苏联法作为一个统一现象(狭义理解词的法),有两个体系:法的体系和立法体系,它们有着不同的目的。
A. A. Ushakov (Perm University): The system of the Soviet Union was continuously refined during its development of more than 60 years. The new laws of the Soviet Union, especially the compilation of new laws, have greatly changed the structure of the law. This situation sometimes led to the restructuring of the entire system of law. Nonetheless, it did not reestablish itself as it did in the early years of the Soviet government because the nature of the system of Soviet law remained unchanged. The law of the Soviet Union is rightly based on the point that the Soviet law, as a unitary phenomenon (a law of narrow understanding of words), has two systems: the legal system and the legislative system, which have different ends.
